    Fuel Pressure Problem

My 1999.5 F350 7.3 with 129,000 miles has been losing power when climbing steep hills
The problem happened last year & after replacing the fuel filter it continued until the fuel pump was replaced
Recently the same problem occurred & fuel filter was replaced & also the fuel pump, but the problem continues
The Fuel regulator & return lines were installed about four year ago. It has a Western Diesel tow chip. No other modifications have been made for a couple of years.
I just plumbed the fuel pressure guage into the cab.
When I turn on the key the pressure goes up to 15psi before the pump cycles off. I then turn off the key & turn it on again & it will rise to 55 before it cycles off. If I turn the engine on it will then go to 65psi which is where the regulator is set.
If I drive the truck at 5 lbs of manifold the fuel pressure drops to 58psi
If I drive at 9 lbs manifold the fuel pressure drops to 48psi
If I drive at 10 lbs manifold the fuel pressure keeps dropping to 20 psi until the test hill leveled out
I disconnected the feed line at the fuel pump & blew air back to the tank & could hear the bubbles in the tank
Any suggestions on any solutions or tests?
    Thanks

SUCCESS THE FUEL PROBLEM IS FIXED

It was a kinked feed line above the fuel tank
About 4 years ago I did the recommended tank mods to remove the Oring fittings that could suck air & replace them with fuel line & hose clamps
I made sure that the hose was the same length as stock but the stock line can handle an extreme bend without kinking. The auto store fuel line cannot

So I ended up pulling the excess fuel line back out once I installed the tank & zip tying it so I can have it if removal of the tank is ever needed

Pretty ironic that the cause of my problem was a mod that was supposed to prevent problems.

Anyone who has done the tank mod should put their hand up above the tank & feel for a kink in the line
