White smoke to me has always meant water in the engine.
My guess is that you're getting a water (coolant) leak into the engine after shutdown and it's burning off after you start.
Two possible sources of the water could be:
1) Blown head gasket allowing leakage into a cylinder after shutdown
2) Leaking Exhaust Gas Recirculation (EGR) valve. It's cooled by engine coolant and could be leaking.

From my TDS experience, white smoke at start could also mean a bad injector or o-ring...not an expert on this, but that's what i have read.

Ya it could be leaking fuel in the cylinder.

i wouldnt overlook the glowplug system. white smoke is commonly unburnt fuel in a diesel.
check your glowplug system

I think i will start with the glow plugs and then go from there.

Do 7.3's even have an EGR?

Sounds totally like cold plugs. I started my 96 when it was 5* outside a month or so ago and it did that same thing. I plugged it in the next time it was that cold and I knew I was going to drive it. I still have the factory plugs in it and the GPR as well. Did I mention I still have the original batteries? Anyways... I would do the plugs and GPR.
