Sounds to me like you have a leak in your AC system, that cycling is normally associated with the system not having enough refrigerant or being empty.

I had the same problem on my new 2002 f550. It was the wire going to the connector to the clutch that was failing. I folded it over and electrical taped it to the connector for a temp fix to make sure that was it and forgot about it. Still works like a charm. Give it a try

Normal cycling is not that fast 2-3 times a second screams wiring or relay. I tested my charge which was full then found the loose wire
